What Is UCR?
UCR (Unified Carrier Registration) is a federally mandated program required for motor carriers and businesses that are engaged in interstate commerce (crossing states lines). Paying UCR gov fee is crucial for your commercial transportation business, as failure to register can result in operation halt or potential removal from the road.
Three Foundational Criteria for UCR Applicability
Enacted by Congress under the Unified Carrier Registration Act of 2005 (amended 2008) and governed by the 15-member UCR Board of Directors. UCR registration and annual fees apply once your commercial operation meets these three statutory foundations:
1. Entity Classification
You operate as a motor carrier (for-hire or private property), freight broker, freight forwarder, or commercial motor vehicle leasing company leasing rolling stock without drivers.
2. Interstate Commerce
Your vehicles cross state or international lines, OR haul cargo within one state that is the beginning or continuation of an interstate/international shipment (such as seaport intermodal drayage and railheads).
3. Commercial Motor Vehicles
You operate vehicles or combinations of 10,001+ lbs GVWR/GCWR, haul placarded hazardous materials (regardless of weight), operate 10+ passenger vehicles, or operate zero vehicles as an intermediary.
Critical Rule: Pickup Truck & Trailer Combinations (Hotshot Warning) Official Rule § 24
Under Section 24 of official UCR Plan regulations, a one-ton pickup truck weighing under 10,000 lbs by itself becomes a countable commercial motor vehicle if it pulls a trailer and the actual gross weight or Gross Combination Weight Rating (GCWR) exceeds 10,001 lbs in interstate commerce. Operators running hotshot trailers must count their power unit and register for UCR.
UCR Vehicle Counting & Fleet Determination Guide
The UCR Board has established clear statutory rules governing how carriers calculate their fleet size and determine the appropriate fee bracket:
Trailers Never Count (Power Units Only)
Under the UCR Act as amended by Congress in 2010, trailing equipment (semi-trailers, dry vans, flatbeds) is never counted separately. Only motorized power units (trucks, tractors) are counted toward your fleet bracket.
Owned vs. Leased Vehicles (30+ Day Rule)
All vehicles owned or operated under a long-term lease (30 days or more) must be counted. Short-term rentals or trip leases (under 30 days) are not considered controlled and are excluded from the vehicle count.
Brokers, Forwarders & Leasing Companies
Entities that arrange freight or lease equipment without drivers operate zero vehicles directly. Federal statute mandates that all brokers, freight forwarders, and leasing companies pay in Bracket 1 (0–2 vehicles).
IRP-Plated Vehicles Cannot Be Excluded
Under Section 26 of official regulations and the UCR Agreement, commercial motor vehicles registered with International Registration Plan (IRP) apportioned plates have a legal presumption of interstate operation and cannot be excluded.
Excluding Pure Intrastate Property Vehicles
Motor carriers of property may deduct vehicles that operate purely in intrastate commerce, provided they never carry cargo originating or terminating in another state, foreign country, railhead, or seaport.
Multiple Authorities in Single Entity
If a single legal entity holds multiple authorities (e.g. carrier and broker), it files only once under the higher motor carrier rate. If separate corporations hold distinct DOT numbers, each must file separately.
Essential UCR Carrier Rules & Statutory Protections
The UCR Act balances annual state revenue collections with nationwide commercial protections for interstate motor carriers:
Single Annual Registration
UCR requires only one filing per year. If your fleet adds more vehicles during the course of the registration year, you are not required to file an amended registration or pay supplemental state fees.
No Pro-Rated Fees
UCR fees are strictly annual. A carrier commencing interstate operations or designating interstate commerce on its USDOT profile in December owes the full statutory fee for that calendar year. There are no partial-year discounts.
No UCR Trip Permits
Unlike fuel tax (IFTA) or vehicle registration (IRP) trip permits, UCR offers no temporary or single-trip permits. Operating even one interstate run requires full annual registration under federal law.
No Cab Card or Window Sticker Required
UCR issues no physical decal or vehicle credential. Under federal law, no state may require or cite a carrier for failure to display a physical credential; verification is handled electronically by roadside enforcement.
Federal Preemption Shield (49 U.S.C. § 14504a)
The UCR Act strictly preempts participating and non-participating states from imposing state-level interstate operating registrations, recurrent insurance filings, or process agent fees on registered carriers.
Audit & Roadside Inspection Shield
Instant transmission to the National Registration System (NRS) and FMCSA safety databases protects your drivers from roadside impoundments and state registration renewal blocks.
Participating vs. Non-Participating Base States
While 41 states participate directly in the UCR agreement, carriers based in non-participating jurisdictions are still legally obligated to register under federal law:
41 Participating States
If your principal place of business is located in any of the 41 participating states, that state serves as your mandatory UCR Base State.
9 Non-Participating States (+ DC)
Under Section 14 of official regulations, carriers based in non-participating states are assigned to an approved neighbouring participating state as their base:
- Florida & Mexico: Select Georgia, Alabama, Mississippi, Louisiana, or Texas.
- New Jersey, Maryland, Vermont & D.C.: Select Pennsylvania, New York, Delaware, Connecticut, or Virginia.
- Arizona, Nevada, Oregon, Wyoming & Hawaii: Select California, Utah, Idaho, Colorado, Washington, or Montana.
- Our automated portal assigns and files your base state seamlessly so your registration is 100% compliant.
Roadside Scale House Checks
Law enforcement officers query USDOT numbers in real time. Failure to register results in roadside citations, state fines between $100 and $2,000+, and out-of-service orders until paid.
Commercial Plate Renewal Holds
Participating state DMVs integrate UCR compliance directly with vehicle registration systems. Unregistered carriers will have their commercial plates and IRP renewals blocked.
Focused Anomaly Reviews (FARs)
State auditors conduct annual desk audits cross-referencing IRP registration databases with UCR declared brackets. Mismatches trigger mandatory state fee adjustments and audits.
2027 UCR Registration Fees
Based on your fleet size, Register for the Unified Carrier Registration Plan to contribute to funding highway safety. UCR Annual fees are due by December 31st. The fees collected are for supporting state enforcements, road maintenance, and driving safety. All companies must pay the UCR Fee before their first interstate trip to avoid fines and impoundment.

Frequently Asked Questions on UCR Rules
Authoritative guidance derived directly from official UCR Plan regulations and federal statutes:
As clarified under official UCR Plan regulations, UCR has nothing to do with URS. URS (Unified Registration System) is an internal FMCSA safety and information portal. UCR (Unified Carrier Registration) is a separate federal-state revenue and registration program authorized under 49 U.S.C. § 14504a governed by the UCR Board of Directors.
No. Following an amendment passed by Congress that took effect in 2010, trailing equipment (such as semi-trailers, dry vans, flatbeds, and chassis) is never counted separately for UCR fees. Only motorized power units (trucks, tractors, commercial vans, or hotshot pickups hauling trailers over 10,000 lbs GCWR) count.
Yes. Under Section 11 of official regulations, interstate commerce includes movements entirely within a single state when that movement is the beginning or continuation of an interstate or international movement. Because intermodal ocean container drayage and railhead transfers involve cargo originating from or destined to another state or country, those vehicles are legally classified in interstate commerce and must register for UCR.
Yes. Federal statute specifically mandates that freight brokers, freight forwarders, and commercial vehicle leasing companies operating without vehicles must register annually for UCR. By definition, non-operating intermediaries pay the lowest statutory fee bracket (Bracket 1: 0–2 vehicles).
No. Unlike older programs (such as the SSRS or Bingo Stamp), UCR issues no physical decal, sticker, or cab card. Under federal law, no state may require a physical credential or cite a carrier for failure to display a paper receipt. Enforcement is carried out through automated roadside database queries of FMCSA records.
Under Section 13 of official regulations, UCR requires only a single registration per calendar year. If a carrier adds more vehicles to its fleet during the year, it is not required to file an amended or supplementary registration or pay additional state fees for that calendar year.
